UltraNews uses the FOB Comment plugin for the comments of the blog posts: threaded replies, guest comments with name and email, moderation and optional reCAPTCHA.
Go to Admin -> Appearance -> Theme options -> General and set Enable Comment in post detail page? to Via built-in comments.
The other values are No (no comments) and Via Facebook (the Facebook comment box). A single post can switch comments off with the Allow comments box of the post editor. The number of comments is shown under the title of each post, and the Most comments block lists the most commented posts.
Switch on reCAPTCHA, disable guest comments, require manual approval, set the delay between two comments of the same visitor, make the email optional, hide the website field, choose the sort order and the avatar provider, and more.

The list shows each comment with the post it answers and its status. Use the buttons of a row to reply to, change or delete a comment.
