To configure footer blocks, you can set them in widgets

Admin -> Appearance -> Widget

Feel free to drag the widgets into the "Footer sidebar"

Go to Admin -> Appearance -> Menus and update menu "Quick links"

Go to Admin -> Appearance -> Theme Option > General.
